Help with parts choice for home office PC build, $600 to $800 or so

Hello, I'm new here, and thanks ahead of time!
I've built a bunch of PC's, but none in a while and my wife is on me hard to build her a new PC. I haven't kept up with hardware improvements over past couple of years and am overwhelmed. I want to order the parts ASAP, I buy primarily from newegg and Amazon, will pay an extra buck or two to keep from ordering from 5 different places, don't like mail in rebates.

The computer will be used for specialty court reporting software, and audio playback via headphones primarily (think dictation).
It will also be used to do some video conversion from analog VHS/Digital tape to digital media and DVD.
will be connected to wired LAN and a USB printer if that matters.
will not be any PC gaming.
no overclock.
No brand preferences but quality, stability, data security/preservation is essential and more important than a budget price.

I need CPU, MB, Memory, HD, maybe SSD also, PS, DVD burner (maybe blu ray?), and video card IF video card is necessary for the uses above.
considering a 2 disk RAID setup for data preservation if one HD dies, but I don't know if that's possible with an SSD for the operating system, have never used an SSD for a build.

I do already have case, monitor, peripherals.

No, the videos are non-work related, converting old home videos to digital, so process time is not critical. They are VHS tape and some digital tape, most 1 to 2 hrs long at the most. Typical family recording type stuff.
