GTX 770 GPU usage question?

Hello, I recently got a Nvidia GeForce GTX 770 to replace my GTX 550 and everything is working fine and all of my games are running really smooth, however when I benchmarked Battlefield 3, I noticed that the usage was around the 80's. However it was running at about 70-90 fps on ultra which is fine, but i'm just asking whether it should be always running at 98-100 usage or the usage only increases when its necessary because I remember my GTX 550 got 99-100% gpu usage on bf3 but on ultra I got about 30 fps. Thanks for answering, also I have a I5-3570k processor. Also this seems to be happening in ArmA 3, could it be a bottleneck or is it normal?

1440x900, many people say this graphic card is meant for 1920x1080 (which I will be getting soon). Truthfully I never knew a monitor could bottleneck a video card. Sorry if thats stupid.

Haha its fine.

Its not really a bottleneck, the GPU just does not need to run at anything higher to render the few pixels on that resolution.
At 1080p things get a lot better(image quality) but require a lot more muscle.
