GPU overworking more than it should

So, i have a radeon 6870 (asus directcu) and, starting a few weeks ago, whatever games i played would utilize more than the card should be using (maybe 50% more or so). as far as i could tell it didnt matter which game, and the weird part is that i hadnt done ANY changes in the system. checked everything hardware-wise and it seemed just fine, so i tried reinstalling to a newer driver.
after 3 or so attempts, i managed to do a clean reinstall of the driver and i got it to work as it should, but it only lasted for a while.
this week the problem started again, without me doing any kind of change to configurations or driver. sometimes simply rebooting the systel would solve, but now even rebooting it wont matter.
i tried yet another completely clean reinstall but still to no avail. although i have some confidence that the problem is driver-oriented and reinstalling my OS would probably solve it, i'd like to avoid it for a while since im already saving up for an SSD, but it'll still take quite a few weeks.

i managed a completely clean driver reinstall with both 13.4 release and 13.8 beta drivers, using both AMDCatalystTwLCleanerv3.9.2 and driverfusion to remove any traces left of previous drivers.

while it is overworking itself, some weird consequential behaviors include: deskptop commands stuttering, like video playbacks or even dragging windows; FPS in WoW will ignore the MaxFPS of 60 that i configured (and it never did) up to 100 in areas with low rendering (although running totally smoothly) but dropping below 30 in more heavy-rendering areas with noticeable stuttering.
tried using default CCC settings or even messing around with it a little, tried vertical sync on/off and even Dx11 and 9. nothing seems to have any impact on it.
the other game i have that i can bump up graphics enough to stutter is GW2, which also used to run smoothly.

if you guys can come up with any idea i'd really appreciate it. formating would be a total bummer.

What is your computer specs? Gw2 n wow are cpu intensive games nt gpu.

amd fx-8120 @ 4 GHz
like i said, i always used to play those at max settings with ease, and even with this stuttering problem the CPU seems totally unaffected (always at about 50% load in each thread even with tons of other stuff running)
the throttle is deffinitely on the GPU since its constantly at 99-100% load when its stuttering.
to make it completely sure, prior to this "bug" the GPU would hardly ever reach those levels of load. there were some areas in the game where it would be at 60-70% load but now even in these places its always at 99-100%.
no patches in the game or whatsoever.
like i mentioned in the OP, sometimes rebooting the system would fix it, but its rare.

that cpu can easily handle but what resolution your gaming at? sounds like ur psu is the culprit.

i doubt its my psu, it doesnt look like its not giving enough power to the video card at all.

It is normal to see the GPU to go up to 99% while running games with Vsync off.

like i said, it had used to run smoothly and not cap at 99% all the time in empty zones. it has nothing to do with vsync.
but now it just looks like either the card max capabilities decreased or the driver is not doing its job correctly.
