Is my PSU on a 12v Rail?

yes it will have at least 1 12v rail. the amps on that rail will depend on the psu configuration. if its multi rail it will likely be about 24a each while a single rail will have around 40 amps on that size unit.
problem is thats a guess because its a hp oem model.
best thing to do is open the case and on the side you should see a label that will tell you the exact configuration of your psu power outputs.
