My Laptop Had Recently Gotten Hacked So I Can No Longer Access To The Internet Most Answers I Read Involve The Internet So I'm Wondering Is It Possible To Wipe Or Should I Just Get The Components Replaced

Your HP PC probably has a restore partition. I would suggest making the recovery dvd discs that usually you do through Sonic Burning software that comes pre-installed.

If you have the restore/recovery discs from HP for your pc, I would reload the entire pc.
