Is my CPU and GPU bottlenecking???

I usually can run almost about anything on this PC but lately when I play Guild Wars 2 my FPS becomes unstable on any graphic settings I put it to (I could have on low and get about the same fps as high settings). This so far has been the only game I've had this problem with, but I will be getting BF3 on Tuesday (8/20/13) to test it on that game. Can someone help me fix this problem please! And is this a bottleneck problem?

PC specs:
GPU: MSI r7770-2pmd1gd5/oc
CPU: AMD FX-6200 Zambezi 3.8GHz (4.1GHz Turbo)
RAM: DDR3-1600 4GB(x2)
MB: M3970AM-HP
PSU: 460W (100V-240V)

Before you start considering if you should get a new GPU or CPU, you should wait and test BF3 first. When you get BF3, join a server and then open console, type "Render.Drawfps 1" without ", this command allows you to see your FPS. Afterwards you type "Render.PerfOverlayVisible 1" without ". In the bottom left corner of your screen, a small graph will appear, it will have both a yellow and green line inside it. The yellow line is your CPU performance and the green line is your GPU performance. If the green line is below the yellow line, it means your CPU is holding you back, and the other way around. So you should check this out first before taking your next step.

Yes the driver are all up to date, the problem I'm having is on gw2 and I get around 20-60 fps it Jumps all over the place, and I look on msi afterburner and it doesn't use the GPU usage % over 50-60%
A few days ago I had a solid 60fps but that was that one day only.

GW2 hates AMD and is VERY CPU heavy (people with i5/i7 @ 4.5 ghz still have bottlenecking problems). You have a bulldozer CPU which makes things even worse.
Overclock the crap out of it or get an intel CPU.

Thank you for all of this info, I will be home in the next hour and I will try resetting the BIOS settings and see if that has any effect, I'll keep you updated in an hour.

Alright so I guess I need to get a new CPU to fix this problem...
FX-8100 (Zambezi) or
FX-8120 (Zambezi) or
FX-8150 (Zambezi)?
these are the only ones I can upgrade to without changing my motherboard... which one should I get?
