Your PSU's brand is really bad, it might stop your CPU and GPU from reaching their maximum frequencies.
There's a high chance that your CPU is also bottlenecking your GPU.

Hi,
If your playing modern games with that config, it's time to change everything!

Q9650 is outdated and maybe u could buy it at a high price or a second-hand edition on eBay.

I would like to recommend u:

Or better quad-core i5 (should be MUCH more powerful than Q9650):

CPU: Intel Core i5-3570 3.4GHz Quad-Core Processor ($194.99 @ Newegg)
Motherboard: Asus P8B75-V ATX LGA1155 Motherboard ($89.99 @ Newegg)
Total: $284.98

Such solutions will be more efficient than Q9650, esp i5 upgrade.

But ur PSU is a cheap Chinese brand, here is the review: http://www.hardwaresecrets.com/article/Huntkey-V-Power-...

It's not a good gfx enough, peak output would only equal w/ 420W PSU and the efficiency is 70% so the sufficient output is only 280-300W. Be careful when choosing gfx, but it's still fine w/ GTX 650ti
