A power supply is most efficient at 50% load, so unless your going to buy a psu that is going to be used for future purchases then yes there can be to much, so weird the way it works

Yes you can get a 1200 watt power supply for a system that only draws 300 watt. But it will only draw 300 watts not the full 1200.
