hi this is my system
Q8200 2.33ghz cpu
6 gb ddr2 ram
nivida 9800gt 512mb card
250gb sata hard drive
i play games on 52inch plasma tv at resolution 1280x720 and would like to know if i brought a ati 7850 2gb would i see a vast improvment in games

More about : video card upgrade

Yes you will! But I suggest a whole new rig. Some ddr3 ram a new CPU and probably a new mobo and PSU as well.

Check out this hierarchy chart
http://www.tomshardware.com/reviews/gaming-graphics-car...
You'll notice that you're upgrading 7-tiers. So this will be a good upgrade for you

Just understand...
1. Check your PSU your new 7850 has 130w TDP, and your current 9800 GT has between 75w - 125w depending on exactly which one you have.

AMD recommends a 500W power supply with one 75W 6-pin PCI Express power connector
http://www.amd.com/US/PRODUCTS/DESKTOP/GRAPHICS/7000/78...

2. Also going to have quite a bottleneck between that 5 year old cpu and your new gpu. Therefore although your going to get an increase in performance to what you currently have don't expect the same performance you see in most benchmarks.

As ROK said above, your cpu is likely to bottleneck your GPU's potential.

Not all 500w PSU's are equal, what brand/model is it?

You'll be Ok with that PSU (has 34amps on the +12v rails)

No, won't harm your pc - bottleneck just means that one element of the performance variable's
will result in not realizing the best perf of the other components. In this case the cpu
will prevent you from achieving the maximum capability of the GPU.

I've heard that this PSU ripples, which makes me question if it can provide enough stable power for the 7850. I don't know enough to tell you one way or another. However, I think this deserves some looking into.

By ripple - you mean excessive ripple. There is no trusted review of this particular PSU, so
anything you may have heard would be user info. But, FSP while not being a top end OEM,
is also not a bottom feeder either. They produce a lot of 'average' PSU's. Since this unit has more
than enough power for an hd7850, I see no reason why the OP should be concerned with
running a sys with a 7850 and this PSU.

The only concern he might have is if he selects a non reference 7850 requiring 2 pcie connectors
as opposed to one for a reference 7850. But, since the PSU has enough power, there should be no
problem using a molex to pcie adapter, some GPU's even include one for this purpose.
