ASRock Z87 Formula OC not posting, but no debug codes displayed...

I am working on building a PC with the ASRock Z87 Formula OC motherboard. I can turn on the motherboard, and it is obviously powered since the LED display for temperature and so forth is active. However, the motherboard does not appear to post. I don't get any video output using either a PCIE video card or the built in HDMI output. No debug codes are displayed on the LCD and there are no beep codes coming through the case speaker from the motherboard. I was under the impression that error codes, if there were any, would be displayed on the LED using "Dr. Debug" or some such thing, but I only see temperature displays. Does anyone have any experience with this motherboard or insight into why it does not post or display debug codes?

I'm using an Intel Core i7-4770K. I removed the graphics card, RAM, etc. and it still does not provide any debug code. It should without RAM installed, shouldn't it?
