If I had to build a new PC for myself, that's what I would go with.
Some of the more "enthusiastic" people around here will wax lyrical about overclocking but IMO, a 20-30% clock advantage from higher base clock + somewhat optimistic overclocking is not going to make or break any game in any significant way: by the time games become CPU-intensive enough to "break" a 4570, a 4670k overclocked to 4.5GHz most likely still wouldn't save you from feeling like you need to upgrade your PC by that point anyway.
Considering how slowly desktop CPUs have been progressing over the past ~5 years, a 4570 will likely serve you well for the next 4-5 years if you do not have high-end gaming ambitions.
