Currently i am using intels HD graphics 4000 and i am looking to buy a tv tuner for my pc. However the TV tuner i was recommended to buy says i need a graphics card with atleast graphics with 64 MB memory. Will the graphics i have now do fine or do i need to buy a graphics card?

You need to get a new card. Does not matter if your using a Silcondust or a Ceton the HD 4000 is not powerful enough. I had on onboard ATI 4250 and it was not good enough, it would not pass the compatibility tests on my Silicondust setup. The good news is a cheap discrete card will do the trick, I settled for a low profile 5450 and it works like a champ. So a decent $50 card should get you there.
