Hi there!
I have this system:
GTX 650 1gb
i5-3570k (not OCed)
8gb RAM
Windows 8 at 1680x1050
And I play skyrim at high res, and I lag whenever I encounter water, or fire. I suspect it is my graphic card, but I wanted to post this thread to be sure if it is the graphic card.. thanks!

Depends how much the dips are as to if or not they are normal, even high end systems get FPS dips in cities. To get the most out of Skyrim you'll want to overclock your processor, I wouldn't have thought your GPU would be an issue at that resolution, but check you aren't using some super high anti aliasing setting. If you are using 8x use 4x, for example.

if anything it might be the 1gb vram on your graphic card if your running the high res texture pack. Other than that, the game should run 60fps solid with your rig. also check your temperatures, could be thermal throttling. the stock 3570 heatsink is not adequate imo. One more thing to check is your drivers, make sure they are updated, and make sure you dont have lucid virtue mvp software installed, it caused problems for me.

I got several fans in there, so it shouldnt overheat, but I checked anyway, and it was at normal ratio, I got like 200 dollars to spend, maybe I can buy a new graphic card and try it, if its not the graphic card, I can return it.

its certainly not the cpu, i am able to run it fine with 60fps constant, no major fps drops.

i would have thought it would run alright at 1680x1050 with that card. but yeah good idea, turn off any antialiasing, and turn down texture detail to medium so your not overflowing your vram.

GTX 650's can be overclocked quite a lot. While it won't turn it into a big time gaming card its conceivable you could get it up to HD 7770 or HD 6850 levels. With my HD 7770 2GB I stay pretty much at 50-60 FPS on the "High" preset almost everywhere in Skyrim (@ 1920x1200) and my processor is much weaker than yours (Phenom II X4 980).
