Dell Inspiron 620 "Enter Password" at startup...HELP!

Hi everyone. My friend dropped off his Dell 620 desktop and asked if I could wipe his HDD and reinstall windows. Usually this wouldn't be a big deal but this is a craptastic Dell. I plugged the desktop in booted and was prompted to "enter password". I tried taking out the battery to reset cmos, didn't work. I tried moving and shorting the cmos jumper, didn't work. Can anyone please give me some insight on what to do...please!! I have built plenty of computers and I now know why you should "Stay away from Dell's". I have a Win7 disk and his Win7 activation #, I just want to wipe the HDD and Install Windows.

I have no clue. What I did found out is how to reset the BIOS password on a 620 Dell motherboard.
1. Locate psswrdclr pins
2. move jumper from 2/3 to 1/2
3. boot to clear message
4.turn off manually
5. move jumper from 1/2 back to 2/3 and boot...password reset....DAMN YOU DELL!!!!

That means he never, ever powered it down. Never applied updates and caused a reboot.
How likely do you think that is?

Very doubtful since I know he lost power during a storm. What causes the "enter password" screen?

Generally, on boot, that would be a BIOS password.
And then the Windows password.

Since you tried the battery and CMOS reset and that did not work....there is apparently another level of password on some Dells.

However, Tom's HW rules prevent helping to crack an existing password, so I'm out on that aspect..
From what I've seen, some methods are not easy.

The question still remains - how did he restart the machine without this password?

HI LOOK U COULD SOLVE THIS PRBLM BY ENTERING THE BIOS NOT BOOT MENU AND AS U ENTER BIOS NAVIGATE TO SECURITY WHERE U WOULD FIND SUPERVISORS PASSWORD OR USER PASSWORD WOULD BE INSTALLED CLEAR IT AND U R DONE IN WHOLE PROCEDURE U WOULD NOT BEEN ASKED TO ENTER THE PASSWORD
