Slight problems with new build

I recently (yesterday) built my first PC. It appears to be all put together right except for when I try and turn it on. The lights turn on, the fans spin and I get no beeps because my MoBo doesn't have an internal speaker port. I get stuck on this screen:

I try and enter setup but nothing happens, I'm at my wits end and have no idea what the problem could be. I've checked all my hardware and it's all powered and plugged in, I've reset the CMOS and am out of ideas. Please help!

Umm, hope that your bios has the optic drive as a boot drive? Idk, before you get stuck on that screen, is there a small wall of text that lists more information? Like it will show how much ram and what the installed Cpu is? It looks like you are where you need to be, but if nothing is happening...reboot the pc and keep hitting DEL. I mean, as soon as you hit the reset button do it. Don't need to spam it, but once every half second or so.

I tried them all, yes. It does seem to recognize the keyboard and allows me to interact with it but can't get past this screen. I don't even know what this screen is. Should I try and put my OS disk in the optical drive?
