I have 16GB installed but i can only use 2.90GB?

So i have 2x8GB sticks of Corsair Vengance in my build. When i go to system properties it tells me that i have 16GB but only 2.90GB of it is usable? What the hell does that mean! D: Please help, this isnt my computer, its my friends i am building it for him and I want it in working order before he gets back from vacation!

Yah i realized i ordered the wrong one, do you think New egg will refund it? its only like a day old, its the OEM version though cause my original intentions was to sell the PC but then my friend said he'll buy it.
