HWINFO64 saying only one core clocked at 3.9GHz!?!?

-Phenom II x4 965 OC'd to 3.9Ghz w/ 2400MHz NB
-Gigabyte 760 GTX Windforce factory OC plus aftermarket OC = 1332MHz core and 7GB mem clock
-8GB Corsair Vengeance Pro Series 1600MHz/ 9-9-9-24 / 1.5V
-Gigabyte GA-990FXA-UD3
-Corsair H60 cooler
-650W Antec Earthwatts
-Antec 900 Case

CPUID is pure shit. Take a look at those rail volt rail readings. If your 12 volt rail was actually sitting at 8 volts, your PC wouldn't even be running.

HWInfo64 is a very well maintained piece of software that is updated more often than I care for. I trust it for most diagnostics.

I'm not sure how Cool'n'Quiet works, but it looks to me like it's bumping Core0 up in response to an increased load. This is what I would expect from TurboBoost/EIST on Intel microprocessors.

Do the readings look okay though for all aspects ? What's going on I have cool and quiet and c1e disabled. This is what my bios shows

I think it's bios error. I had a problem similar with my ram. My motherboard wasn't setting my ram at the right voltage so i would go into my bios to correct it, but then when i check it from my desktop it would be back at the wrong voltages. I know ram is a different component but a similar problem. Download AMD overdrive and manually set the overclock through that. Then you can save your overclock settings on that. So everytime your pc starts up amd will set your overclock. That is if your motherboard supports amd overdrive though. You can also always try updating your bios and see if that fixes the problem.

Have you tried overclocking using AMD overdrive? Not all motherboards allow you to overclock with AMD overdrive but it's worth a shot. I don't think it's anything to be concern about except for the fact you can't overclock your board. Have you try flashing the bios? There may be a newer bios that fixes the problem, cause that's what I am thinking it might be.
