whats your system specs?
what are you doing, are you playing any games, are you logging into any services like Microsoft games for windows?
What happens if you change the screen saver time and then back to the same time you had it, apply, will screen saver come on then?

Thanks for the reply. I should have said it's win7.

I run VLC, utorrent, steam, winamp, firefox, autohotkey, avast, ms word.

I've tried turning off the mouse. I've been testing it recently with a "Turn Off Monitor" exe file. The monitor will go black for 1 second and then come back on, as if the mouse were moved. This prevents the windows auto monitor sleep timer from working. Something is active in the background. The weird thing is that I will turn off almost all my programs and try and if my computers been on for a while it still won't work.

Help would be super appreciated.

and I have a asus pb278q with display port.

Thanks for the reply. I can try safe mode...but it's tricky. Only after several hours does the monitor start failing to auto sleep. So, I'd have to keep it in safe mode for a long time.

Should I post a screenshot of my run programs list?

after several hrs may be the result in other issues rather than display like hdd. You can select these options under advanced in the power options scheme for which device should turn off after a certain amount of time etc.

Sleep problems is widely common, to pinpoint the precise component keeping it from waking up is quite difficult but in some cases lead to the mechanical types of hardware like the hdd.

I suggest setting to high performance plan in; Control Panel\System and Security\Power Options - click change plan settings > change advanced power settings > go through the list and select what you want to turn off. It will take some time to weed out the culprit but you will have a bit more say and control to what is to sleep. Hopefully its just the hdd and nothing else.

Sleep mode is more problematic since its common but your screen saver problem might be another additional issue not entirely related to sleep.

I wouldn't know whats what in your run programs or what could be causing it, advice would be to kill each process until the screen saver (set to 1 min) turns on. then google that process to get identification is what i would do.

Run Safe mode to see if it is software or hardware concerning screen saver then see.

Otherwise format would favor your last step.

Eliminating programs one be one is great advice. I'll try that.

It's hard to pinpoint cause right now my PC will idle. The screen saver and autor monitor turn off both work. Right now, I've run or have running practically everything I use my comp for---music, videos, internet, steam.

Still I'll try this later and let you know. Thanks so much. If u have any more ideas, let me know.
