is it okay to buy a RAM which was manufactured 1 year ago ?

its new one but its manufactured 1 years ago ... its a gskill ram

G.Skill RipjawsX DDR3 4 GB (2 x 2 GB) PC RAM (F3-12800CL9D-4GBXL)

its cheapest 2x2 GB ram i can get ...

Yep! The only thing you have to "worry about" is silicone decay as far as that goes. That's where silicone is constantly decaying the moment it's formed. It grows whiskers as it decays. HOWEVER there are still functioning computers from the 70's with all their components working flawlessly. So you really can't buy a "too old" component.
