CPU Fan goes crazy every few minutes

I was wondering if its normal for the heat sink fan to speed up RPM every few minutes or so? Is this normal? PC is idle and it still does this. It speeds up for 3-4 seconds and returns to normal its normal RPM.

Its a desktop I built myself.. Its clean. Just wanted to know if RPM is supposed to jump up every now and then.

Um if it getting hot yes i guess but it should not be in that situation so no not really, you can change it by going in to your bios set the fan speed to well i always keep my 100% do you know what kind of of a heat sink you have? Also are you sure it’s the CPU fan that marking the noise and not something else say the video card?

My cpu is just a normal case fan plunged in there because i am watercooled

Its a stock Intel heatsink. Yes im sure its the heatsink fan because it happens at idle and the temp remain the same.
