Hello! Is this what I need if I plan on building an entirely new PC?

In short, yes.

The terms of the license are provided here at the OEM Partner Center, the Personal Use License page states:

System Builder product may be used as the operating system on a PC you build for personal use or as an operating system running either on a local virtual machine or as an additional operating system in a separate partition.
