I just received a new motherboard today since my last one did not work anymore. I wanted to see if everything works so I put the CPU, the stock CPU cooler and one RAM-stick on the motherboard and connected the PSU and tried to turn it on at this point. When connecting the PSU and turning the PSU on, the power button on the motherboard starts to glow constantly and when pressing it, nothing at all happens. I tried it with two RAM-sticks with the same result. I also tried it with my graphics card and still nothing would happen.

I removed all parts from the motherboard again and put them back together (i.e. CPU, CPU cooler, RAM and PSU) and still nothing happened. I tried turning on power by shorting but also nothing happens. I really don't know how to proceed. Both motherboard and PSU are brand-new, my remaining parts are 1 year old. These are my specs:

Gigabyte GA-Z77X-UD3H ATX LGA1155 Motherboard
Intel Core i5-3570K 3.4GHz Quad-Core Processor
Corsair Vengeance 16GB (2 x 8GB) DDR3-1600 Memory
SeaSonic 750W 80 PLUS Gold Certified ATX12V / EPS12V Power Supply
Sapphire Radeon HD 7950 3GB Video Card

I also tried using a different PSU, namely the be quiet! Straight Power E9 CM, 480 Watt with the same result. What's wrong? Motherboard or CPU dead? How can I tell which one?

Solution
Then the problem is may from your mother board but still if you have the Mother Board Manuel search for front panel power pin out. then remove the MB from the cabinet. Install only RAM CPU only. CAUTION: Place the mother board on a cardboard better over an ANTI-STATIC cover come's along with the mother board. Now connect the SMPS and short the power pin out the tell me whats happening.

I have done this a year ago and everything worked perfectly on the first try. I am very certain that I connected everything properly. Should I upload a picture or so?

IS the CPU fan is switched on after power. IF working but no display you may try resting BIOS or Update you BIOS (May be your board have corrupted bios or you processor is in need of updated BIOS.)

Check CMOS battry, and Change RAM. Better use another low end CPU for testing MB.

If non the above is working the send to warranty claim.

CPU fan is not switched on after power. I also tried a different RAM. I don't have any lower end CPU than the i5 3570 available. I tried two different CPUs though with the same result for both.
