Pentium 4 3.06Ghz shows as 2.3Ghz

Hi,
I have an old PC with a Pentium 4 3.06Ghz but in CPU-Z and the system information it shows as a 2.3Ghz one, I upgraded and before I had a 2.4 Ghz that showed as 1.8Ghz.
Is this a common flaw or is there something I can do to get more speed?
If it is a flaw, is the CPU still operating at 3.06Ghz?

The bios says that it is 2.3 Ghz, however I bought it as 3.06ghz, and on it says 3.06 ghz + no such CPU exists (there is no P4 2.3Ghz), on Windows it says it is Pentium 4 3.06ghz, Penitum 4 2.3Ghz.
May it be that the FSB speed is being deducted?

Check that your RAM supports the full FSB speed (533MHz).
