APU overheating at 90+ degrees

I just recently put together an HTPC system. Specs:
APU:AMD A10 5700
mobo:Zotac A75ITX-B-E
psu: Corsair CP-9020058-JP (CX430M)

Ram: Corsair CMX6GX3M3A16000C9
ssd: Adata ssd sx900
Case: all in a silver stone ML03b

Since originally setting up the build, it run at around 70-90 degrees. I've seen added more fans. 3 80mm down the side of the case right at the cpu and upgraded the stock heat sink to a scythe shuriken. Despite this, it is still idling in the bios as 60 degrees, 75 when windows is running and randomly spikes and goes up over 100. I can't for the life of me figure out why this is.

At first I thought maybe the sensor or something was off but the system actually shuts down when it runs hot for too long.

I haven't overclocked anything and have verified that the fans are spinning and everything is at the default settings.

Any insight would be appreciated. Thanks

I've reseated the heat sink like 6 times. I've used the stock stuff, then a pea sized amount, then a thin layer, then more than I think is necessary. A few with the stock heat sink and then others with the new one. Dynex silver paste
