No VGA signal from GPU with no on-board, help?

My asrock 990fx extreme 3 does not have an on-board video and my graphic card does not support VGA. I assumed DVI would still work without the driver installed but it seems my monitor is still looking for a VGA signal ... what do I do?

EDIT: Monitor is Asus VS228H-P 21.5" Monitor and graphics card is Sapphire Radeon HD 7870 GHz Edition 2GB Video Card

check your box the card should have in a dvi to vga adaptor the card specs http://www.sapphiretech.com/presentation/product/?cid=1&gid=3&sgid=1160&lid=1&pid=1473&leg=0 and the monitor http://www.asus.com/us/Monitors_Projectors/VS228HP#specifications they tell you all the parts that are include in the box of each ,you could also set your monitor to detect dvi check the use manual .
