Potential Power Supply Issue

I've recently had an issue with my computer (the Q4 2012 $500 PC build that Tom's Hardware did) that is likely my power supply. I posted the problem at Tech Support Guy's forum and so far it seems I need a new power supply, on the grounds that Tom's Hardware was incorrect about the 450W unit being enough for the video card in the build. I wanted to get a second opinion from the website that supplied me with the PC build before I commit extra cash to a more powerful PSU.

The HD 7850 is only a 130W card at max TDP: http://www.hwcompare.com/12032/radeon-hd-7850/
That will require 10.8 amps from the +12V rail(s). Your Antec 450W should be adequate. But that doesn't mean it isn't defective. Do you have a lot of other +12V current drawing devices running? Run your system through a PS calculator and see how close you are: http://www.extreme.outervision.com/psucalculatorlite.jsp

I have the build listed above. Also, I've now replaced the PSU and it still doesn't work. Forty bucks down the flipping drain...Since the PSU doesn't seem to be the problem, I think I'll make a new post.
