GPU Temp Issues

Hi all I'm new to PC building and have found PCpartpicker's forum quite informative. I wanted to take a question over though for more opinions. Here is my specs.

AMD FX-6300 6core
Asus M5A78L-M LX PLUS Micro ATX AM3+
8g PNY ram 2x4g
Sapphire Radeon 7870 OC edition
a Logi-sys 550w PSU
Running windows 7
70 in vizio led flat screen tv as monitor with HDMI cable

I just recently built this and the graphics card is the newest component I was running a 550ti that never saw temp problems. So when I installed the card I had some minor issues with over clocking due to a different PSU so I had to leave it disabled. (I also assumed this may be causing the temp problems) I upgraded the PSU and I'm still getting 34-37c idle. When I play a game e.g. Arma 2 in windows mode monitoring amd Catalyst. I watched the GPU Activity constantly stay at 100% and the temp just keep rising. So i changed some overdrive settings and some steam settings to try to let the GPU automate GPU processes. I began the game again the GPU processes were now functioning properly, I was seeing temps spike in the mid 70's and go back down. So I went full screen and about 30 min in checked the temp again and it was 82c but immediatley started dropping when I alt+tabbed out? I ran a 30 min OCCT GPU stress test and watched the amd again the GPU activity stayed at 15% while the GPU clock stayed a 1050 and the memory clock stayed at 1200 for the entire 30 min the temp spiked at 63c that was as high as it got. I went back to the game and again the temp gets up to 80c. The card is supposed to peak in the upper 50's to low 60's. I've cleaned the card, I've added 3 cooling fans and all had no impact on the GPU temp. Any help guys????

1.Actually that's not my card that's another sapphire OC model my model is the dual-x cooling system model. 2. I didn't see anything relative to temperatures on that page?
