cleaning thermal paste off of cpu green chip

I just ordered a t9600 from ebay for my g51vx-rx05 asus gaming laptop. when i opened the package, the seller had held the chip onto a plastic piece with masking tape (touching the topside of the cpu chip and heatsink) and thermal paste was caked all around the small metal heatsink on the green chip. i have 70% isopropyl rubbing alcohol and cotton swabs. is it ok to use this to clean the caked on thermal paste that oozed onto the green chip? or should i just clean the heatsink and leave the caked thermal paste on green ship?

yes but is it ok to use alcohol to clean the green part of the chip where excessive thermal paste is caked on? there is only a small metal piece in center and the rest of the top of the chip is the green chip itself, is this okay to wipe down?
