Computer boots on for a second then off repeatedly

So just 10 minutes ago I lost internet connection, then my computer froze. I decided to hit the power button to force shutdown. I then clicked the power button once to boot my computer, and it would power up for a second then shutdown, and repeat this process multiple times. I just let it cool for 5 minutes before trying again and it works fine now. I got a message saying it was boot failure due to overclocking or voltage. Is this something serious? should I consider getting a new power supply (my current one has a loud fan, not sure if that's an issue though). I've never overclocked my computer so I know thats not the problem. Thanks for any help!

it wasnt multiple times for me, and it was a laptop, but i used to have freezing issues with my laptop and after i force shut it down it had the same problem. it would power on for second and then power off (like someone too lazy to get up in the morning on the first try) then power back on again and work (although it counted it as an incorrect shutdown). i didnt have any major problems with it for a while (and when i did i think that was due to different issues)
