You can use the recovery partition if you have one, or create a USB boot disk with the Windows setup on it. You need some sort of Windows media though, you need an ISO or a DVD of Windows 7 to make a bootable USB stick from.

Windows 7 Starter is often on Netbooks, those all have come with a recovery partition, check your manual on how to use that.
