Your GPU and Processor should both be fine, the problem is this game is very poorly coded and runs wacky even with the best Processors. It's a game issue.

do this to bumb up your planetside 2 performance cause you gonna get awful framerates due to it is a cpu eater:
go into your planetside 2 folder, open the useroptions.ini, and replace the "Rendering" settings to this:
