I current have the following:

Radeon 7950 3GB
ASRock Z68 PRO3
Intel Core i5-2400 Sandy Bridge 3.1GHz
8GB DDR1600

I want to either upgrade the video card to a more quiet/cooler running GT770 2GB or replace the motherboard/cpu with a ASRock Z87 Extreme4 and Intel Core i5-4670K Haswell 3.4GHz.

Both upgrades are ~$400, which will give me the largest increase in FPS for a game running 1920x1080p? I'm thinking I'll eventually do both but which one first? I'm leaning towards the GPU because it's less work as I almost always reload the OS when I place a motherboard/cpu.

GTX770 is the way to go. It will give you more FPS boost.
Additionaly I would consider getting used 2500k/2600k and overclocking it. With your current setup there is no point in getting Haswell. It's not much faster.

+1 As I said go 770, and later on when you can afford it upgrade your CPU. Good luck
