BSOD "Machine_Check_Exception" with booting up Windows 7

A couple weeks ago i built my first PC. It was working perfectly until about a week ago, when it started to get BSOD's ("Uncorrectable Hardware Error" 124) which apparently relates to low VCore with the CPU. Immediately after that, the computer stopped booting windows 7, and would just restart a couple seconds into the W7 loading screen. I tried the recovery console but half the time it would give me another BSOD (This time Machine_Check_Exception), and the other half it would tell me the registry was corrupted and could not repair the installation.

The hard drive was pretty old so i put in a new one and attempted to reinstall Windows. The installation completed without a hitch, but when i restarted the computer, it would still reboot at the loading screen. Thinking it might be the memory, I ran memtest86, which gave me and "unexpected interrupt - halting" error about 4 seconds into the test, across every stick and every slot. I took the memory to a computer repair shop to get it tested, and the sticks worked perfectly on that system on every configuration. I replaced the motherboard with a new one and breadboarded the system. Still, the same error. I took the GPU out from the beginning, so it wasn't that either. Judging by the BSOD and the fact that i've replaced every other part, i figure it must be either the CPU or the PSU.

The CPU temp has been idling at just under 50. I checked the CPU for bent or broken pins and (of course) carefully reapplied the thermal compound. None of it was overclocked at any point.

The weirdest things for me are:

1. The system will boot in safe mode (although it just tells me i cannot complete the installation due to it being in safe mode and forces me to restart).

2. The computer will invariably freeze in the Bios menu.

3. If i leave the computer off for a long period of time (12 or so hours), it will actually make it past the windows loading screen and try to complete the installation, but it restarts within a minute.

I've already spent massive amounts of time on this and i'm out of ideas. Any assistance would be greatly appreciated!
