Can I install a secondary Hard drive without case slots?

As said in the title, is it possible? I've seen videos with people install SSD's with double sided tape, could I do the same with a hard drive?
 
It depends.
A ssd does not get hot, and is relatively light so tape will work.
A hard drive, particularly a 3.5" hard drive is quite heavy.
It also gets hot and needs some ventilation.
If you can secure the drive with a couple of screws to the bottom of the case you should be ok.
If you absolutely know the case will not be moved or jostled, you could even just lay the drive on the bottom.

Do you think I could lay it on the bottom of the case with a little bit of velcro?

I don't completely understand the question. Do you have no slots open whatsoever or just no 2.5 in HDD slots?

If it's the latter there are drive adapters for fairly cheap ($5 or so US).
