full 4gb ram not usable on win8 64-bit

you have an integrated graphics card that uses your RAM. You cant do anything about it , it is how is supposed to work

Thanks for the answer. But I also have a dedicated graphic card running in switchable graphics with the integrated one. Should it still show 3.71gb usable then? and also would it make any difference if I had windows 7 instead of windows 8?

yes, even with switchable graphics your RAM will get reserved for the integrated one because you boot up default on your IGPU
