HD 7950 low FPS on Far Cry 3

Hi guys. I just built my first gaming rig a couple days ago and, during the process, this forum really helped me whenever I searched for an answer to a question I had. So I figured you might be able to help me with a new problem I'm having.

Whenever I play Far Cry 3, I can only get up to around 15 fps on 'optimal' settings. The odd thing is, I was able to play it on ultra quite easily the first two times I opened the game (I'm not sure what fps I was getting), but then I installed Fraps, restarted, and everything slowed way the hell down.

I've tried reinstalling the game, uninstalling and reinstalling the drivers, x9 and x11, and messing with the video settings to no avail (I haven't tried uninstalling Fraps yet, didn't think to until now).

Also, my rig just stomps on Skyrim. It never gets below 55 fps on ultra. And oddly enough, my computer handles Far Cry 3 Blood Dragon equally well. I'm at a total loss as to why this is happening.

Here's my rig:
Intel i7 4770k Quad-Core
PowerColor Radeon HD 7950
Gigabyte GA-Z87X-UD3H
8 GB of RAM

Any help/ideas are greatly appreciated!

Edit: I'm also using the newest beta drivers (13.8 beta)

What version of video drivers are you using? You mention x9 and x11 but the latest non beta version are 13.4.

added an edit to my original post. I'm using 13.8 beta. Should I switch to a stable version?

grab the new 13.8 beta and driver fusion.

uninstall current driver and dont restart.
run driver fusion and clean amd drivers and restart.
install 13.8 beta as custom and install display and hdmi driver only.

see if this helps.

I previously tried the beta 13.8 drivers and my performance suffered also even after performing an uninstall and driver sweep. I eventually went back to 13.4 and performance was back to normal.
