Help PC no turning on, First Build

Hi well I just finished building my first PC but when I plug everything in it does not turn on. only some of the Motherboard LEDs turn other than that nothing and I can think of what the problem is, HELP !!!

Build:

Motherboard: Asus P8Z77-V LX Motherboard
CPU: Intel 3rd Generation Core i5-3570K CPU
CPU Cooler: Coolermaster Hyper 212 Evo
GPU: Asus GTX 780 DirectCU II 3GB GDDR5
RAM: Crucial Ballistix Sport 8GB Kit
HDD: Western Digital Green - 1TB Desktop SATA Hard Drive - OEM
SSD: Samsung 840 Series 120GB 2.5 inch SATA Solid State Drive
PSU: Corsair Gaming Series 2013 Edition GS 700W ATX
Optical Drive: LG GH24NS95.AUAA 24x SATA SuperMulti Internal DVDRW Bulk
OS: Microsoft Windows 7 Professional 64bit
Case: Coolermaster Storm Trooper Case

well I looked and everything seemed to be in order so I tried the Paper clip thing with the PSU. The first time it did not work then I tried again and it turned on and the fan spun for like 2 sec and the made a large scraping sound and stopped. What does this mean?
 

Exactly which fan are you talking about? a scraping sound is not normal. It indicates that the fan won't turn freely, and therefore won't be effective cooling anything.
You said you looked..But did you actually PERFORM the checks specified in the link?

Dont worry all is well now

It turns out the front power switch was inserted the wrong way...:pfff:
