New PC keeps Freezing and restarting

I just built a new PC and installed windows without issue. But when I installed the motherboard's chipset driver, it went to restart and the computer froze during the restart process. When I did get back into windows, it made me restart again. This time, halfway through the boot-up process it restarted. Now whenever I boot it up it either freezes or restarts within a few minutes. CPU temperature was around 45 C in BIOS

The build

CPU - AMD FX-6300 with stock heatsink
GPU - NVIDIA GTX 760
Power Supply - Rosewill HIVE
MOBO - Gigabyte 990FXA-UD3
RAM - G.SKILL Ripjaws 8gb
HDD - Western Digital 1tb

I've replaced the HDD and switched out the Mobo on suggestions from computer techs, but nothing thus far has helped really
 
Solution
Since the problem started when you installed chipset drivers it's most likely a bad driver. Try to boot in safe mode and do a system restore to a date before you installed the drivers.

Did you install the drivers from the CD that came with the motherboard? They're most likely outdated already, download the latest drivers from the Gigabyte website instead. If you were already using latest drivers, try with an older drivers instead. Bottom line, try with a different version of the chipset drivers and see if it's more stable.

Flashing BIOS to latest update and also resetting BIOS to factory default might help too.

Ok.. when I restarted it to get to safe mode, it restarted and everything is now symbols, no words on the computer at all. I don't even know how to put it into a mode like this, much less change it out of
