Hi,
I have a P4 3.06Ghz that only uses 2.3Ghz because of 266mhz ram, can I downclock the FSB so it matches and I get full speed?

Best solution

No it won't work that way, you want to increase the FSB o that it overclocks the ram and then it will affect the CPU and you will get better clock speed.

You start with what you have currently and you slowly increase the FSB a little at a time while making sure that Windows is stable. It's the same way that overclocking is done slowly with testing for stability.
