cpmputer turns on then off then back on

when my pc is off and then i push the power button to turn it on. the fans start and the leds and the machine turns on the goes off for a second or two then it boots ups all the way and it runs normal. it didnt always do this. i have recently built it about a month ago

two options spring to mind, psu or gpu. Take a look at the fan on the gpu when you boot up, see if it stops for a few seconds before continuing to boot, my guess is if you try another gpu it would boot first time, but this is just speculating.
either way, if it boots up everytime then i wouldn't worry too much:)

all the fans doo that in it cpu cas and gpu. and thats what it does
