The tcp/ip setting are set to obtain automatically both Ipv4 and Ipv6, but I have experimented with OpenDNS and Google DNS Because of error message of YOUR COMPUTER Appears to be configured correctly but device or resource (DNS SERVER) is not responding.

I have been connecting to a public unprotected network at the hospital I am at. My problem is when download a torrent or magnet file within a moment or two my bandwidth starts to drop until it dead. Now I had win xp 32bit on this same machine before I installed win7 x64 OEM, and had no difficulty in downloading the above mentioned file types. I had thought that it might be signal strength however when I download large patch on the fly updates for a couple of games, there is no problems. Since this problem I have been trying to learn networking fundamentals. When I download p2p files I was using Torrent client and I switched to Azureus thinking that I would get more port control options.
I have had DNS resolution issues. In short I have reinstalled windows twice. I have released and renewed and even flushed the DNS settings. When the internet peters out I would try and reset the network adapter with very little success. I acquired Xirrus wi-fi inspecter and I am told that in spite of lack of internet connectivity I am still connected to the network. Big deal I dont share nor do I snoop. So if you could lend me some insight.

I think drivers, or flood control, QOS, restrict up and down speed to 30% of available bandwidth in the torrent program.

A bit unlikely they blocked it in the time it takes to install win7.
