PSU: Plug in or not to?

So far, I've place in the PSU into my case.

I've read online multiple articles:

  • ■One said to leave PSU unplug and build.
    ■The other said to plug in PSU but turn it OFF.

Which one is better?

if the second option: Do I plug it in it in while the switch is on or off?
 
Solution
If you have problems with static then it would help to plug the PSU in if your house is grounded correctly. Just make sure the power switch is in the off position and for extra protection do not plug the main motherboard connectors in until you need to that way when you touch the case any static will go to ground. A anti-static wrist strap would help also.
