Nothing coming up on monitor. No lights on keyboard/ mouse

So nothing is coming up on the monitor and when I power my computer on. When I power it on the monitor would say going to power saving mode and sometimes it would show the dell logo screen. I ordered a replacement psu but still the problem persists. I ordered a new psu because my computer would take a really long time to power up but it eventually did and eveeything would work but at one point the monitor just didn't come on when the computer powered on. But now with the new psu, the computer powers on right away, so one problem is fixed but still the monitor shows nothing and no lights on keyboard and mouse.

When I plug in the power supply plug, the blue light turns on on the power button and it powers up but then nothing comes up on the monitor.

I have a dell inspiron 530S
Motherboard : Foxconn G33M02
I have two 512 mb ram sticks and two 1 gb ones. They are the ones that came with the computer and they were working
Video Card : ati 102-b17002(b) d33a27
Power Supply (JB-TX300M, 300W) this is the new power supply that I got

Tried the VGA connector but still no luck. Nothing came up on the monitor. Just said analog input - entering power save mode. I'm guessing the graphics card isn't the problem then?
 
Just to confirm this
There is a graphics card and your monitor is connected to that usually

If you take the graphics card out of the pc you should be able to connect the monitor directly to the motherboard vga connector . Did you take the graphics card out when you tried the mb connector?

Yep, I took the graphics card out when I tried the VGA connector but still nothing came up on the monitor.
