No boot on home-made system

I have a computer I built myself with an Intel DP35DP motherboard and a Q9450 CPU that stopped booting up. When I try to start it now, the case fans start and HDDs spin up, but the CPU cooler fan does NOT run and there is no video and I can't get into the BIOS. I have cleared the BIOS via the jumper to no avail. On the thought that I may have fried the CPU when it ran w/o a cooler fan, I switched it out with a known working CPU resulting in no change. I have also volt tested the 2+2 lead from the PSU and it checks out. So I am at a loss now. Any thoughts would be appreciated.

Do you mean pulling my power supply and plugging it into another computer? Or get a friend's PSU and trying it in my computer?
