Windows 7 Installation (Various Issues) (Zeroed down to one)

Not able to install windows.

System Config:
Dell Inspiron 14Z N411Z
HDD: SATA (Toshiba 500GB)
CPU: Intel i5

OS Tried - Windows 7 (DELL OEM x64) & 8 (MSDN x64)
Method Tried - Boot using USB Drive in USB 2.0 Port -> Go to repair command prompt -> diskpart disk clean format active single partition -> install
BIOS Config - Intel SpeedStep-> Off | Virtualization -> Off | Integrated NIC -> On | SATA Mode -> AHCI
Note 1: BIOS is updated to the latest version (A06) (BIOS Make = Phoenix)
Note 2: No the combination of BIOS settings allows Windows to detect the HDD
Note 3: There is only one RAM Stick

Failure - W7: Stuck at Expanding Windows Files (0%)
Failure - W8: Stuck at Copying Windows Files (0%)

Any help will be deeply appreciated and I promise to contribute a lot to the forum now given that I have researched, tried and failed so much. Many thanks!

Was the computer working before -- perhaps in Win 8 and you are changing the OS?

One question on your diskpart commands used -- did you create partition primary after the clean all?

BIOS UEFI settings? Is the boot device selected as a UEFI drive or legacy type drive?

Well, honestly, I've research a lot for weeks, tried everything but never found 'bad sectors in hdd' as the reason. And unfortunately, this was the reason for me.

Purchased a new hdd and installation was done in 10 mins.
