One exception to this is Mouse and Keyboards plugged into USB3 ports, when your in the BIOS. Due to storage limitations on BIOS', the USB3 driver isn't included and you need to use a USB2 port for it to work.

There wouldnt be, which is why you will never find one (except maybe if the keyboard has USB pass-through's?).
Anyway, just saying don't plug your mouse/keyboard into USB3 ports.
