cpu stops computer from powering on

ok so i did the stupidest thing ever , i installed a ram and enabled xmp profile and was runing make memtest while i was bored i tried to check the cpu fan my arm was touching the metal part of my case and i could feel slight tingling cuz of electricity and i think i touched one of the capicitors around the fan by mistake cuz suddenly the computer shutdown and it wont turn back up

ok things i tried :
different psu
unhooked everything and started with only the absoulute basics cpu , fan , 1 ram , gpu , keyboard
unhooked gpu and started without it
unhooked ram
built the computer outside the case on a wooden disk
and reset the cmos
oh yea and changed the outlet and the power cable
and all the steps in the perform these if computer wont post-boot-no video
all things point to the fact that i might have fried a capictor that gives power to the cpu cuz the fan wouldnt even do half a rpm when i power on but when i diconnect the cpu power cable the board powers on and turns off ,any ideas??

Honestly, at this point you probably aren't going to find a 1156 socket CPU mobo anyway, so replacing it should be fine, unless it costed more than getting an new motherboard.

lol thought so , so i killed either my cpu or my motherboard , and no one sells socket 1156 around here anymore oor first gen cpus , i just love my luck :D , anyway im try to figure out which it is maybe i can fix the mobo if the issue is there thanks

ok so i thought a dying memory could cuz bsods and stuff like that but can a dying cpu do it? cuz lately main reason i bought new rams computer have been slooooooow too slow for 12 gb of ram and an i5 and i have 50gbs free in the windows drive but whenever i loged off a user and tried to log on another screen stays black and i have to restart and afte a long ssession of watching movies and watching online videos and internet surfing and playing games computers get so slow i have to restart it like the rams was only filling up and now emptying didn get a chance to see if it was the ram so anyway after this long boring story , was it the cpu dying in the first place or something was dying and i killed the cpu ?

turns out what i actually killed with all the black capictors surrounding the CPU , replaced them and already seeing if my performance is going to be affected, was replacing them a mistake should i have gotten a new mobo??
