This is an office PC that I have configured and will build for my mother. She has a $1500 budget that includes the OS, monitor, case fans, and keyboard (no mouse). What do you think? Anything you might change?

Also, the three hard drives of those sizes are a necessity, so please, don't comment on them unless you recommend on changing the brand.

Solution
just about every aspect of that rig is wrong. its an office build. it should never cost more 1100 and especially not an amd rig
http://pcpartpicker.com/p/1t19F

-generally a i5 is all you need for a office pc
-dont need a CPU cooler, thermal pate or anything like that for a locked chip like this one
-not a crappy ssd
-no one needs 4tb of storage for a office pc. unless you have like 600 hd movies that need space, forget it
-no need for a GPU as the i5 has integrated graphics that are better than the gt520
-extra fans are meaningless when your hardware doesnt need that cooling
-no reason for a high efficiency small psu when you arent going to draw enough power to make up for the difference anyways compared to a seasonic bronze psu like...

why a 6200? its even more expensive than a 6300 and slower...
and get a better mobo, something like a asus m5a97 r2.0, yours is a bit ancient
and i dont know why you need that much fans, you dont even have a strong gpu, one in the front and one in the back would be sufficient

-dont get blu-ray if you arent going to watch a ton of them
-windows pro has no benefits
-do not get a 27 inch 1080p screen. it looks awful due to the lowered pixel density you get from a larger panel. a 23 inch is more than enough and the IPS panel within the pb238q will be perfect. also note that the panel has quickfit which may help with print sizing as it puts a gird over your screen and allows you to size thing saccordingly
-get a regular keyboard and mouse set from logitech. they are built nicely and cost a lot cheaper. if you know she could benefit from a mechanical keyboard (in order to actually make use of the keyboard, she would have to type at least 50+wpm on a membrane otherwise the speed benefits from a mechanical keyboard isnt going to be made to be worth)

THANK-YOU! THANK-YOU! THANK-YOU! This helped a ton! What SSD would you recommend I get? I was thinking it be JUST a boot drive, as my mom isn't very tech davy, and doesn't know how to split her data between drives and stuff. The 1TB drive is for all of her work applications (Which she has a ton of), and the 4TB drive is for the 3.6TB of pictures she has stored on 3 different laptops, a home computer, a few different memory cards, and 2 external hard drives. Haha

Also, would you mind checking this build for my sister, I'm sure you could do a great job with this one too: http://www.tomshardware.com/answers/id-1770904/intel-based-gaming-1500-budget.html

the SSD was meant for the apps and the OS. im pretty sure you can handle that for her.

as for the photos, id highly suggest an external hard drive to load them off to instead of putting it on a pc. you can then set it off to somewhere and when you actually need it, you wouldnt have to go scrambling around on your computer and try to locate all those files

your sisters machine will be pretty similar, however there will be a GPU and that she doesnt need the i5

One more question, what Motherboard would you recommend, this is where I am always stumped.
