Fapping sound coming from subwoofer

Hey, y'all! I'm hoping you can help me with a problem I'm having with a CA 3090 subwoofer. It's a 2.1 Cyber Acoustics speaker set and the subwoofer is acting up.

It emits this constant, for lack of a better way to describe it, "fapping" sound. The only real way to stop it is to unplug it from the wall. It almost sounds like a there's a microphone on a trail runner's ankle picking up the footsteps. It gets faster sometimes, to the sound of a bike going down a flight of stairs. my brothers computer would do the same when he had his sound card plugged in. when a program would crash the fapping sound would never start unless you restart the computer.
