Is my 3770k a lemon? Problems overclocking (require high voltages)

I recently got interested into changing up some of the overclock settings on my 3770k after I was reading about other people's overclocks.

I noticed that my voltages seemed to need to be much higher in order to get a stable overclock.

Right now I'm stable @ 1.336V max vcore with all cores x45 100 4.5GHz
It's being air cooled by a Hyper 212 Evo and under prime 95 load Large FFT max heat it never goes above 70C.

I've tried upping it to 4.6 on the same exact settings and it became unstable.

I've managed to overclock it to 4.7GHz stable on 1.4V, but temperatures get into the mid 80s under prime 95 testing.

I've also tried overclocks from guides such as the 1.28V 4.6GHz but it is so unstable it can't even get through a windows boot.

I'd like to stay under 1.35V, and the lower I can go the better, even now I think the voltage is too high, but I'd also like to stay at 4.5GHz or above. I just can't figure it out.

3770k with hyper 212 evo cooler
Asrock z77 Extreme 4
gtx 670 power edition
vertex 4 256gb
barricuda 2tb
corsair hx750 gold plus certified

Also it was my first build so maybe I did a bad job.

The Hyper 212 EVO cooler is a very good low prices heat sink but will only do so much and take only so much heat away. You could possibly add a second fan to the heat sink and increase the cooling power but I think eventually you need another heat sink.
Some of the closed loop coolers are what people are using when they get to a high overclock. Something like this;
